A global state isn't really important to the player as much as the actual platforms that he's doing the platforming on. Whether the global state is On or Off shouldn't really matter.

Well, then I have to say that you shouldn't follow his style. It's an absolute ugly overload of different shades of the same color. You should stick to a max of 5 levels of brightness if you want to make a real decent snes style that fits with one of the games in smbx.

Chiming with TLtimelord that there are better choices than Sednauir's graphics to use. For that particular level though it seems like you'd mostly be fine using the default SMB3 style, with just a few graphical swaps here and there.

So your advice is literally "make it look more like Mario 3." This is not helpful. Why remove everything that makes it stand out?
