Isn't that like saying why should Mario Kart Wii custom tracks include courses ported form other games? Different game engines might play better than the original which might make people want to do a remake.
I personally think remakes can be considered custom if enough is changed. For example: I remake SMB2 1-1, but I adjust it so that it plays better with SMBX physics and make it twice the length.

In that case you have ELEMENTS of a level that are stolen.
Ideas are useless if you can't make them real.
All my assets from packs and episodes are free to use for non-Novaverse levels and projects, as long as proper credit is given.
I personally don't see remakes as custom. The best way to do something along these lines is to be inspired by the design, theme, or gimmick of another level and without trying to make a carbon-copy of it throw your own spin on it and make something similar. (This does not mean just looking at the level, building it exactly, and moving the 3rd Goomba one block to the right, it means looking at the level a few times and then doing your own thing with the general idea in the back of your mind)

those have some edits. most remakes in smbx are literally carbon copies, like the one in the video enjl posted.

You're right. It's not really custom at that point now is it?
Now, if you did things like put a lot of meme stuff in the level, then sure I guess you edited it so it's customized. But, that's stretching it. I kinda have to accept it's custom at that point, but it's a very lazy custom, so I don't want to.

It depends really. If you do something like a graphical overhaul or some level design changes or some QoL changes then I guess it could be custom. But that video is a port, not a remake.

If you own the rights to the level and made it again, it is custom and a remake. But with the video Enjl posted as a background to this thread, its not custom let alone a remake (if because the person bothered to waste his time making a level he doesn't own the rights to in another engine) because he isn't making the level to his own needs (anyone who does would actually be having something unique to them by the expression of their ideas realized. Remaking a level not made by you lacks that by default and this is why such actions are normally frowned upon for novice level designers.)
