How do I make BGO's appear in front of blocks

How do I make BGO's appear in front of blocks

I've tried changing the Z-layers of clouds to Foreground and foreground-2, but both didnt work. In the editor, the clouds appear in front, which is intended, but in the level tester, the clouds appear behind. I also tried changing Z-offset. What should I do?

if you're using smbx2, make a txt file, name it like the image file and put priority=-64 in there. anything greater than 65 will work.

By img file name, do you mean something like bgo-161 ?
The literal name of the image whose priority you're trying to change. When in doubt, you can always look into the data/graphics folder. In this particular example, the txt would be called background-161.txt

I really wonder why are that z-priority and z-offset things in SMBX2s PGE, this really confuses people

They aren't? I'm pretty sure those were hidden from SMBX2's build of PGE.

I think they only work for background to background. A BGO marked with foreground in Z-layer will be in front of another BGO marked with background.

Priority settings for SMBX2 are done with background.txt files. I believe all that setting does is shift the order in which the BGO is saved into the file, and it's absolutely not reliable.
