Given the penalty for killing a town role, it's unlikely the Vigilante was the cause of the nightkill. That strikes me as less safe, especially given that only one orange is dead. If the foreigner is alive, there's a 10% chance of hitting them with a random vote. While the chances of hitting a Mafia are higher, it's still a 60 to 70% chance of lynching a non-mafia.

I fail to see how voting for someone because they are inactive counts as safe. It's highly likely that the Mafia is active, given the death of Karl Marx and the double night kill on night 5. There hasn't been a counterclaim, so unless we get one it's probably safe to trust Karl Marx. As for the Mafia's kill, there's also the possibility that their target was protected from death.
